The Youth Livelihood Program (YLP)
A Well-Intentioned but Troubled program in Entebbe Municipality.
The Youth Livelihood Program (YLP) is a government initiative aimed at empowering unemployed youths in Entebbe has been marred by controversy and mismanagement. Despite its good intentions, the program has faced criticism for its lack of proper feasibility studies, inadequate monitoring, and corruption.
Design Flaws and Inefficiencies
The YLP's design, which focuses on group projects rather than individual entrepreneurship, is criticized for leading to inefficiencies and mismanagement of millions in Entebbe. Moreover the program's reliance on community development officer for supervision,Mr Dauda Sengozi has raised a shocking concern on youths at run after getting funding. In the Entebbe Municipal Budget Conference at Horizon Hotel on 6th December, 2024,Mr Sengonzi revealed the hunt for YLP beneficiaries who may be hiding in neighboring villages of Entebbe.
The recent revelation at the Municipal Budget Conference, where a principal community development officer revealed that youths are running away with YLP money, is a disturbing indication of the program's flaws. This incident highlights the need for a thorough, fact-based scrutiny of the program's management and funding allocation.
Call for Scrutiny and Reform
It is high time for a comprehensive examination of the YLP, focusing on identifying areas of inefficiency, corruption, and mismanagement. This scrutiny should provide recommendations for improvement, ensuring that the program is redesigned to provide sustainable livelihood opportunities for Entebbe youths.
By addressing the YLP's shortcomings and implementing necessary reforms, the Entebbe Municipal council can ensure that this well-intentioned program achieves its goals and benefits to the intended recipients.
